The Philosophy: Chaos.
There is no debate here. Heath Ledger’s portrayal of the Joker in The Dark Knight (2008) is widely considered the greatest acting performance in superhero history. Unlike other villains who want money or power, the Joker simply wants to watch the world burn. He exposed the hypocrisy of Gotham’s "civilized" society.

Most villains think they are doing the right thing, but Thanos actually believed it. He didn't want to rule the universe; he wanted to "save" it from overpopulation. The scariest thing about Thanos is that he won. He snapped his fingers, and half of our favorite heroes turned to dust.
5. Lord Voldemort (Harry Potter) 🐍

The Philosophy: Immortality and Pure Blood.
He who must not be named. Voldemort represents the absolute fear of death. He split his soul into seven pieces just to live forever. From killing Harry's parents to waging war on Hogwarts, his lack of a nose was the least scary thing about him.

The Philosophy: "Mother knows best."
Before slasher movies were a genre, there was Norman Bates. He seemed like a nice, shy boy running a motel. But the twist ending of Psycho (1960) changed cinema forever. He proved that the monster isn't always under the bed—sometimes, it's the boy next door.
